Is there room in the software industry for a low cost provider, someone who uses the cheapest programmers available?

Couple of weeks ago Sohona had mailed me this very interesting article by Joel Spolsky.
Which describes how disastrous to hire unskilled developers considering the low cost. I’m not a management personal. But sometimes I have seen that’s happening everywhere in the software field.

My question is will 100 or more jerks make an art work that made by a great artist?
